Has anyone used cork as window insulation?
I'm thinking of using sheets of cork to fit into my window sills to quiet outside noise, particularly a barking dog that's keeping me up at night. Anybody done this before? Also, where is a good place to get cork for cheap? It doesn't have to be decorative, just functional.

Weatherstripping would be a better option. It will create a tighter seal not only keeping out, more noise (though not all that much) but also will be better for your heating and cooling. Weatherstripping is available at all home centers, home improvement stores, hardware stores and wal-marts, etc...
To cut down on outside noise you want to look into your insulation. Several types help in sound suppression (also adding to whatever is there may reduce the sound somewhat or add another layer of drywall)
Also look into a new replacement window. The double or triple glass panes act as an insulator and a sound barrier.
